What is the Resilience Foundations Certificate Program

Building resilient communities requires leaders who understand how environmental, economic, and social systems interact—and how to navigate change across them. The Resilience Foundations Certificate Program, developed by Resilient Virginia and delivered in partnership with Virginia Tech Continuing and Professional Education, provides a comprehensive introduction to systems-level resilience and practical strategies for strengthening communities.

This 12-week virtual program combines flexible asynchronous learning with interactive workshops to help participants develop the knowledge and skills needed to address complex resilience challenges. Through expert instruction, applied activities, and real-world case studies, participants learn how to understand risk, analyze vulnerabilities, and design solutions that improve long-term community resilience.

What You'll Learn

  • How variability and change influence natural, economic, and community systems

  • The relationship between hazards, impacts, vulnerability, and risk

  • Strategies for climate adaptation, hazard mitigation, and climate mitigation

  • Systems thinking approaches for addressing complex resilience challenges

  • Methods for equitable and inclusive resilience planning

  • Effective communication, collaboration, and decision-making across sectors

  • Change management strategies for organizations and communities

These topics are grounded in a systems-level resilience framework built around four interconnected pillars:

  • Ecosystem Services – the natural systems that provide clean air, water, and biodiversity

  • Built Environment – infrastructure and buildings designed to withstand changing conditions

  • Economic Activities – sustainable economic systems that support community well-being

  • Community Empowerment – local leadership, collaboration, and preparedness

Together, these pillars help participants understand how resilience challenges and solutions span multiple sectors and scales.
