2025 Conference Highlight

The 2025 Resilient Virginia Conference, held at James Madison University, brought together more than 200 leaders, practitioners, researchers, community advocates, and partners from across the Commonwealth for two days of learning, connection, and collaboration. The conference theme, Moving Virginia Forward, focused on innovative approaches to resilience at the state, regional, and community levels, with particular emphasis on climate adaptation, equity, economic sustainability, and systems-based solutions. Through plenary sessions, breakout discussions, workshops, exhibits, networking, and hands-on experiences, participants explored emerging policy, research, funding opportunities, resilient infrastructure, community health, and practical strategies already being put into action across Virginia. The conference was designed to strengthen local capacity, break down silos, and create lasting connections that could continue supporting resilience work beyond the event itself.

2025 Resilient Virginia Conference

The 2025 Resilient Virginia Conference accelerated resilience action across the Commonwealth by equipping communities with practical tools, shared strategies, and lasting connections. Participants gained insights into emerging policy, research, and funding opportunities while learning directly from peers implementing solutions on the ground.

Through keynote, plenary, breakout, and hands-on workshop sessions, the conference strengthened local capacity, broke down silos, and elevated proven approaches to climate adaptation, equitable resilience planning, resilient infrastructure, and community health. By fostering cross-sector collaboration and peer exchange, the 2025 conference helped spark community-led change and advance resilience efforts that continue well beyond the event.

2023 Resilient Virginia Conference

The 2023 Resilient Virginia Conference showcased how businesses and communities can work together to strengthen resilience while advancing economic, health, and equity outcomes. The conference highlighted strategies from urban and rural communities for assessing climate risk, responding to extreme weather, and building resilience in the face of ongoing climate challenges that affect community vitality. Discussions also underscored the transformative opportunity created by the Infrastructure Investment and Jobs Act and the Inflation Reduction Act, which are catalyzing new investments in clean energy, infrastructure resilience, and workforce development across the Commonwealth.

2021 Resilient Virginia Conference
The 2021 Resilient Virginia Conference convened participants virtually over three days to explore pathways toward a more resilient and equitable clean economy. Featuring national and state experts, the conference examined emerging initiatives to rebuild infrastructure, reduce greenhouse gas emissions, and advance climate adaptation while ensuring equity remained central to resilience efforts. 2019 Resilient Virginia Conference
The 2019 Resilient Virginia Conference convened leaders from across the Commonwealth on July 18–19 at the University of Virginia’s Darden School of Business to explore how rural and urban communities can work together to build a more resilient future. Centered on the theme Connecting Rural and Urban Communities for a Resilient Future, the conference examined shared challenges—from extreme weather and climate change to economic, health, and security concerns—while highlighting opportunities for collaboration across sectors. 2017 Resilient Virginia Conference

The 2017 Resilient Virginia Conference, themed Connecting Communities, Business, and Educators for Resilience Solutions, built on the inaugural conference’s goals of expanding the state’s capacity for resiliency planning. Supported by the office of Virginia Secretary of Public Safety and Homeland Security Brian Moran and the Virginia Department of Emergency Management, the conference brought together business leaders, educators, government officials, and community representatives to share strategies, explore regional resiliency priorities, and develop practical tools for action. 2016 Resilient Virginia Conference

The 2016 Resilient Virginia Conference, held March 22–23 at the Greater Richmond Convention Center, was the Commonwealth’s first statewide convening focused on building resilience. Bringing together community leaders, business stakeholders, and government representatives, the conference explored strategies to address environmental, social, and economic challenges while equipping participants to lead resiliency efforts in their communities. Through plenary sessions, workshops, and case studies, attendees examined topics ranging from national security and infrastructure risks to agricultural resilience, emergency preparedness, and the business case for planning. The conference also highlighted progress on state initiatives, including the Virginia Climate Change and Resiliency Update Commission’s recommendations and the Clean Power Plan.

Trish Porter

Director of Programs & Communications

Trish Porter is the Director of Programs and Communications at Resilient Virginia, where she develops and leads programs focused on resilience, systems thinking, and cross-sector collaboration. She is the co-creator and curriculum lead for the Resilience Foundations Certificate Program and served as lead author of the Regional Resilience Roadmap for Central and Southwest Virginia.

In her role, Trish oversees statewide educational initiatives including the Resiliency Academy, Spotlight On Webinar series, and the biennial Resilient Virginia Conference. She works closely with local governments, nonprofits, academic institutions, and state agencies to support resilience planning, knowledge sharing, and collaborative problem-solving across sectors.

Trish specializes in translating complex resilience and sustainability concepts into practical, accessible learning experiences for local leaders, practitioners, and communities. She holds a Master of Natural Resources with a Graduate Certificate in Global Sustainability from Virginia Tech and brings a multidisciplinary background in sustainability, communications, education, and strategic program development.

Jessica Steelman

Executive Director

Jessica is a systems-level resilience and sustainability practitioner with experience leading nonprofit strategy, cross-sector partnerships, community-centered planning, and resilience implementation across Virginia. She brings a multidisciplinary background in coastal resilience, behavioral health, community engagement, grant strategy, and organizational leadership, with a focus on strengthening the natural, built, economic, and social systems that communities depend on.

Her work centers on connecting people, resources, and ideas across public, private, nonprofit, academic, and regional networks to move resilience priorities from planning into practical action. Through strategic leadership, program design, partnership development, and resource mobilization, she helps communities and organizations build capacity, reduce risk, and advance more resilient and sustainable futures.
