Program Development

Turn an Idea Into a Workable Program

Resilient Virginia helps organizations shape early ideas, emerging needs, and funding opportunities into clear, practical programs designed for implementation and long-term value.

From Good Idea to Clear Structure

Resilient Virginia helps bring the pieces together.

A strong program often starts with something less defined: a community need, funding opportunity, organizational priority, promising concept, or idea that has not yet been translated into a workable model.

We work with partners to clarify what the program is intended to accomplish, who it should serve, how it should work, what resources it will require, and what needs to happen to move from concept toward implementation.

Program Development May Include

Concept Development

Clarify the program idea, problem or opportunity, intended value, and overall direction.

Goals + Outcomes

Define what the program should accomplish and how success can be understood.

Audience + Stakeholder Design

Identify who the program is for, who should be involved, and whose perspectives need to inform development.

Program Structure

Develop activities, delivery methods, participation pathways, roles, and program components.

Partnership Development

Identify potential collaborators and define how partners may contribute.

Implementation Planning

Translate the program concept into phases, timelines, responsibilities, resources, and next steps.

Funding + Sustainability

Align program design with potential funding opportunities, budgets, and long-term sustainability considerations.

Evaluation

Identify practical measures for tracking participation, progress, outcomes, and learning.

A Good Fit When...

Program Development may be useful when you have:

  • an early-stage initiative;
  • a new funding opportunity;
  • a pilot concept;
  • an organizational or community need that requires a structured response;
  • an existing program that needs refinement; or
  • several good ideas that need to become one coherent approach.

What You Can Expect

The goal is a program that isĀ clear enough to explain, strong enough to fund, and practical enough to implement.

Depending on the engagement, deliverables might include a program concept brief, logic model, implementation framework, partnership structure, budget framework, evaluation approach, or launch-ready program package.
