Scope
This policy applies to all employees, volunteers, contractors, clients, and visitors of Resilient Virginia, regardless of their position or status within the organization.
Notice of Anti-Discrimination
Resilient Virginia prohibits discrimination, harassment, retaliation, and intimidation based on race, color, religion, sex, national origin, age, marital status, disability, or any other characteristic protected by law. Responsibilities

Reporting a Grievance
Any staff person or volunteer who believes they have been subjected to discrimination or harassment, or who has witnessed such behavior, should report it to the Non-Discrimination Coordinator. If a member of the public or attendee of an event believes they have been subjected to discrimination or harassment, they should report it to the Non-Discrimination Coordinator. Accessibility
Resilient Virginia will make reasonable accommodations to ensure that individuals with impaired vision or hearing or limited English proficiency can participate fully in our program activities. This includes providing auxiliary aids and services as needed at no cost to the individual.
For Virtual Activities
This notice will be included on registration information for virtual events.

For activities that are virtual Resilient Virginia will incorporate real-time captioning or transcription services for those with hearing impairments.
For In-Person Events

Resilient Virginia will ensure that the location of public meetings will include accessibility for individuals with physical disabilities and will consider access to public transportation when making decisions about event location. For in-person activities providing food, we will provide the means for individuals to indicate allergy/special needs on our registration forms and provide reasonable accommodations. We will provide, if necessary, reasonable accommodations for individuals who are deaf or hard of hearing and to other individuals who need additional assistance for effective communication and participation.
Language Access
Resilient Virginia will provide reasonable accommodations to assure meaningful access to services for persons with limited English proficiency. This includes providing translation and interpretation services as needed to ensure effective communication at no cost to the individual.
Non-Retaliation or Intimidation
Retaliation or intimidation against any individual who reports discrimination or harassment, participates in an investigation, or otherwise opposes discriminatory practices is strictly prohibited and will result in disciplinary action, up to and including termination of employment or participation in organizational activities.
Training and Education
Resilient Virginia will provide periodic training and education to employees, volunteers, and contractors on the principles of equal opportunity, diversity, and inclusion, as well as the procedures for reporting and addressing discrimination and harassment.

This policy will be reviewed annually and updated as necessary to ensure its effectiveness and compliance with applicable laws and regulations.

Definitions
In relation to subcontracts that Resilient Virginia may undertake with other entities, we recognize two types of costs related to subaward budgets:
- Indirect costs are the ongoing expenses that may extend across multiple departments of the organization and are necessary to keep the organization running. These costs typically fall within the General and Administrative cost categories, and can include expenses related to information technology functions, supervision, administrative personnel, security costs, insurance, rent, telephone, utilities, legal fees, repairs and maintenance, etc.
- Direct costs are the costs directly associated with the project that the subcontractor is engaged to perform. These can include office supplies, travel related to the project, equipment and materials, salary costs, fringe benefit costs*, and any other type of cost that can be directly attributed or is directly needed to accomplish the project.
*Note that fringe benefit costs are defined as compensation offered an employee in addition to direct wages or salary, for example, health insurance, paid holidays, pensions, or personal use of a company-owned vehicle. Fringe benefits can be a direct cost (for personnel working directly on a project) or can be included in the computation of an indirect cost (e.g., the fringe benefits of administrative personnel), depending on the function of the employee associated with the fringe benefits.
Policy
Indirect costs – Generally, Resilient Virginia’s policy is to allow organizations that are subcontractors to request up to 10% of the sum of the direct costs of the subaward as an indirect cost. Where not explicitly stated in a subcontract to be higher or lower, applicants may request 10% in indirect costs. In some cases, the primary award to Resilient Virginia may dictate a higher or lower indirect rate requirement for subcontractors.
Direct costs – Resilient Virginia allows applicants to request any type of cost that can be directly attributed to the project and well-justified, i.e., can be specifically associated with achieving the outcomes of the project, though see specific Requests for Proposals for any specific limitation on direct cost requests or excluded items. Direct cost requests must be detailed, itemized (listed on separate lines in the budget), and clearly identified in the budget form.
