The landscape and scope of emergency management is changing quickly. Ten years ago, FEMA managed an average of 108 disasters a year. Today they manage an average of 311 disasters plus the ongoing response to the COVID-19 pandemic.

The publication outlines three ambitious goals that will position FEMA in a place to address the increasing range and complexity of disasters; support the diversity of communities they serve; and complement the nation’s growing expectations of the emergency management community.

Goal 1: Instill equity as a foundation of emergency management

Goal 2: Lead whole of community in climate resilience

Goal 3: Promote and sustain a ready FEMA and prepared nation
